AT&T capped my modem at 1.5Mbps (with no corresponding decrease in the price of service) after they bought @Home a year or two ago. They then sold out to Comcast (with a corresponding increase in price.) Recently I noticed a bit of a speed increase, Matt Croydon noticed it too, which prompted me to confirm my speeds. Results: 3155kbps downstream 240kbps upstream (this is over Wireless so there is probably some suckage due to that.) Fast, but still not 5300kbps that I was seeing back in the day.
